2017 DISTRICT OPERATING PROCEDURES

 

2017 USTA National, Section and Wyoming Regulations and Operating Procedures  - The USTA National League Regulations, Question/Answer Interpretations, the Intermountain League Regulations, and Wyoming District League Regulations (this document), The Code, Friend at Court, and the Emergency Care Guidelines are in effect for all league matches in Wyoming.  It is the responsibility of the captains and players to read and comply with all the regulations which apply to all League matches played in Wyoming.

Code of Conduct - All matches will be played under the USTA Rules and “Code of Conduct.”  “The Code,” gives players responsibility to call lines correctly on their side of the court, and the right to be free from interruptions and distractions such as spectators on the court, coaching, etc.  Roving officials may be present at District local league matches and will enforce the Code of Conduct.

Team Captains must have a Team Number by the Initial Team Entry Deadline listed above and have the minimum number of players for the team registered.   Players can be added to a team roster up to the day prior to the league event start date but cannot exceed the maximum number of players listed below.

WYOMING LOCAL LEAGUE REGULATIONS

Two Team Leagues – If any Adult Division Age Group consists of only two teams in a level of play, each team must maintain its roster with at least 40 percent of players at the designated NTRP level of play.  The exception is the Adult Division 55 & Over Age Group that uses combined NTRP rating levels and will not be required to comply with this Regulation.  (2016 USTA National League Regulations 1.04D(5).

Match Play Locations and Scheduling – All league matches must be play in the State of Wyoming.  Scheduling of matches for the Women’s 40+  4.0 Pilot League is the Team Captains responsibility.  Teams from outside WY are strongly encouraged to recruit WY players for their teams.  The USTA WY DLC, in collaboration with the League Committee, may change the dates and/or location of league matches. 

Scoring - All matches will be the best of two sets, with regular scoring and a set (formerly 12-point) Coman Tie-break at 6-all in each set.  In the event of split sets, a match Coman Tie-break (first team to reach ten [10] points by two (2) shall be played in lieu of a third set.  The Tournament Committee has the authority to change scoring procedures if weather or other factors dictate the need to complete the matches.

Scoring of Team Defaults – If a team defaults an entire team match for any reason during round robin play, that team is ineligible to continue play at that championship.  All matches of the defaulting team already played shall be null and void when determining standings but will be used for ratings and advancement purposes.  If all teams with a mathematical chance to advance have already played the defaulting team in good faith, the matches shall stand as played when determining standings.  The Sectional Association may impose further penalties on the defaulting team.  (2016 USTA National League Regulations 2.03L). 

NTRP Dynamic Disqualifications (DQ’s) and Final League Standings – Dynamic ratings will be calculated for all USTA League Adult Division (18 & Over, 40 & Over and 55 & Over) players during local league competition and at every level of championships competition below National Championships to determine if any players have reached the NTRP Dynamic Disqualifications (DQ) criteria stated in the USTA NTRP Computer Rating System Procedures.  Players subject to NTRP Dynamic Disqualification, as described in the NTRP Dynamic Disqualification Table -- inside back cover of 2016 USTA League Regulations -- will by dynamically disqualified if they reach the disqualification level three times based on all matches except retirements received. 

WY League Match Standings and Advancement - The Wyoming League Final Match Stats and Standings may not be available for up to 48 hours after the completion of the event.
